It turns out there are some humans who kind of want to be bats, and some bats who want to be humans. Anybody know if that's a thing that can be done with all the crazy magic here?

I've never personally met a witch that could, but turning people into animals is totally possible. I don't see why turning animals into humans should be that hard.

We have access to a couple of Witches who are capable of such transformations. We also have access to limited interdimensional transit. Both things will come at a steep cost, alas, as we're rather busy with the war lately.

The bat version of the human in question did not have significant intelligence. It returned to no apparent permanent harm when we reversed the transformation.

Sometimes animal-people in my world can turn humans into their specific type of animal-person. I will pay attention, and inform you if I hear of any bat-people who could do such a thing for your humans.
