If you can read but only slowly and with difficulty, then it will take correspondingly more time and effort to use a spellbook.
I think that your max mp depends on your level in the magic skill.

Yeah, but she knows absolutely none of the local magic and doesn't have a any way to pick it up in her current situation, plus the risk of sudden death. Presumably learning QDS magic will let her increase her mana anyway, but it's not clear how that would work within the DF skill system if she has to keep using that.

There isn't. Magic isn't implemented in canon DF yet, and I'm betting that when it is it uses the knowledge system that Toady is coding right now rather than the skill system. But if this kind of magic was implemented instead of what Toady is doing, I bet it would have its own skill.

The native skill-gaining rules replace Dungeon's XP-ish rules, yes.
Skills are increased by use, so she can increase her max MP by casting spells.
She might have to do some native magic to get her first MP.
If there isn't a magic skill natively, she'll acquire it anyway when she reads a spellbook for the first time. (There doesn't seem to be Carp-style magic in DF, based on my cursory glance at the wiki.)

Having to do native magic to get her first MP seems like a really raw deal since native magic is so hazardous.
