I could diagnose better if I had the .bbcode file, too, but I understand if you prefer not to post all of your PMs. I suppose I could fire up my Windows machine and try myself.

Alternately, Vim is believing the file is UTF-8 and somehow the file started as UTF-8, was read as CP-1252, and then re-written as UTF-8. That would explain what you see but I have no idea how it would happen.
EDIT: Did you notice Notepad having trouble with apostrophes, or not having trouble with them?

Vim believes the file is latin1, whatever that is, and it keeps believing this no matter how I try to correct it.
I don't object to sending you the file if you like.

Maybe if you remove latin1 from the line I posted for your vimrc it will help. Theoretically it should be trying utf-8 before it tries latin1, but that doesn’t mean it actually is.

Alternatively, just run `u2d conversations.bbcode` and then open it in Notepad. Apparently cygwin has that utility just for situations with line endings.

I have been lagging in exporting my PMs because the file is SO LONG and my brain just doesn't want to deal with scrolling up and down to section out all the conversations.
Would it be possible to get a script going that separated out each conversation into its own file? That would help immensely.

It’s been more than 24 hours, but I have a script up which should send each conversation to its own file. It is attached to the first post of the Exported PMs thread, and the instructions should be updated to match. Main difference: don’t redirect standard output with the greater-than sign and the output file name, and you’ll need to run u2d on each file you want to read.
